Congolese President Félix Tshisekedi has vowed to aggressively counter the M23 rebel group, which has seized Goma and is advancing south.
In a televised address, he criticized the international community for its inaction and urged national unity in the fight. The conflict has displaced 500,000 people and worsened the humanitarian crisis.
Tshisekedi refused to engage directly with the M23, insisting on talks with Rwanda instead. Tensions between Rwanda and South Africa have escalated following the deaths of South African peacekeepers in Goma.
Meanwhile, Angola has called for urgent talks between the Congolese and Rwandan leaders.
