The government is working on introducing a single, integrated vehicle disc that combines insurance, ZINARA licensing, and the ZBC radio licence, the Minister of Transport and Infrastructure Development has confirmed.
Responding to a question in Parliament from Legislator Caston Matewu, the Minister, Felix Mhona acknowledged that having multiple discs on windscreens is outdated and cumbersome, especially when compared to countries like South Africa where a single integrated system is in place.
“We don’t want our windscreens cluttered,” said the Minister, adding that the call from Parliament has encouraged the executive to move swiftly towards implementation.
He explained that the initiative will require legislative amendments to harmonize the Vehicle Registration and Licensing Act with the Broadcasting Services Act, particularly Section 38 of the latter, which mandates proof of radio licence payment.
According to the Minister, technical teams from the Ministry of Transport and the Ministry of Information have already reached consensus on the policy direction. The next step is amending the law to allow motorists to display one unified disc.
“This is now receiving urgent attention. We are seized with amending the relevant legislation to make the one-disc system a reality,” the Minister said.
Once passed, the move is expected to ease compliance for motorists and reduce administrative burden, while modernizing the country’s vehicle registration processes.
