Ticket to Trouble: Bulawayo Cop Busted in Alleged Fine Fraud Fiasco.

A Bulawayo police officer will forever rue the day he allegedly chose to exploit his position for personal gain. Memory Sayi, a 38-year-old officer, was recently arraigned before the Tredgold Magistrates’ Court on charges of criminal abuse of office.


The incident in question dates back to May 20th, 2024, when Sayi, along with a colleague, encountered Donald Muchemi, a commuter omnibus driver, who had dropped off passengers at an undesignated point. The two officers arrested Muchemi and escorted him to the Bulawayo Traffic Office.


According to the allegations, Sayi was tasked with taking Muchemi to the Fines Office, where he was expected to pay a fine. However, instead of following proper procedures, Sayi reportedly informed Muchemi that the fine would amount to USD 160, but he could settle it for just USD 30 if paid directly to her. Believing he was avoiding a larger penalty, Muchemi handed over the money.

The matter took a twist when Muchemi informed his employer about the incident, leading to a police report being filed. It is further alleged that upon learning of the complaint, Sayi attempted to cover her tracks by forging Muchemi’s signature and issuing a receipt for the USD 30.


Sayi, who was granted bail at USD 100, now faces serious charges that could bring her law enforcement career to an abrupt and ignominious end.
