Harare City Council’s financial management has come under fire after revelations of significant mismanagement and failure to maintain proper accounting systems.


According to Councilor Costa Mande, the chairman of the Finance Committee since 2022, the municipality has been unable to verify trade and other payables amounting to US$105 million.


Speaking before a Commission of Inquiry into the council’s affairs, Mande highlighted a worrying trend of questionable expenditure and the lack of functional accounting systems, leaving the city’s financial books in shambles.

“The financial operations of Harare City Council have been in disarray, with no proper tracking of funds and significant issues in the management of public resources,” said Mande.


He added that the municipality’s failure to account for substantial amounts of money not only undermines transparency but also jeopardizes essential city services that depend on efficient financial management.


This investigation is part of a broader probe into the City Council’s overall governance and financial practices, which have been under scrutiny for some time.
