Tax Over Fines: Experts Push for Tougher Environment Penalties.

Environmental experts are calling for a shift from fines to taxation to deter environmental violations by mining companies. Speaking at a strategic dialogue in Kadoma, Dr. James Tsabora, a University of Zimbabwe lecturer, criticized fines issued by the Environmental Management Agency (EMA) as ineffective.


He cited a case where a mining company refused EMA entry and easily paid a small fine.

Tsabora argued that taxes directly impact companies’ finances, unlike fines, which are often circumvented.


Dr. Tracy Maguse echoed these concerns, noting EMA fines are too low, with some as little as $30, making them a mere cost of doing business. She emphasized taxation as a more effective deterrent, given that companies cannot be jailed.
