Finance Minister Mthuli Ncube says government is intensifying efforts to tackle youth unemployment through targeted fiscal incentives, with the youth employment tax rebate positioned as a key tool to encourage companies to hire young people.
He said authorities are now working on improving access to the incentive, which was introduced three years ago, so that more businesses can benefit from it and translate those gains into jobs for young Zimbabweans.
Beyond tax measures, Ncube revealed plans to support emerging industries such as business process outsourcing (BPO), describing it as a new frontier for youth employment. He said government is designating specific buildings and zones—particularly in Harare—under the Special Economic Zones framework to create competitive hubs for such businesses.
Companies operating from these zones are expected to benefit from favourable conditions, with government urging investors and entrepreneurs to come forward with proposals that can be supported under the initiative, especially those capable of boosting employment and contributing to economic growth.
