Legislator Calls for Landlord Tax as Government Introduces Rental Income Levy.

A legislator in Zimbabwe’s Parliament has called on the government to collect taxes from landlords earning rental income in towns and cities, particularly from second properties.

Speaking during a parliamentary session on Wednesday, the legislator highlighted that many landlords are not contributing anything to the government despite earning substantial income.


This comes as Finance Minister Mthuli Ncube introduced a Rental Income Tax in his 2025 National Budget Statement. The tax imposes a 25% levy on properties converted from residential to commercial use and requires companies renting premises to disclose detailed information about their arrangements.


The measure aims to enhance compliance and increase revenue, though concerns have been raised about its potential to drive up rental costs as landlords pass the burden onto tenants.
