President Emerson Mnangagwa has thrown his support behind the government’s proposed land tenure system, dismissing criticism and emphasizing that secure land ownership is enshrined in the Constitution.
Speaking during a ZANU PF Politburo meeting, President Mnangagwa reiterated the government’s commitment to making land bankable and productive.
“Our land reform program is irreversible and protected,” he said. “Section 292 of the Constitution, along with Sections 289, 293, and 294, obligates the state to provide security of tenure to all citizens, including war veterans, their children, and dependents.”
The new tenure system aims to phase out the existing lease agreements and offer letters introduced at the start of land reform 24 years ago. Farmers on resettled land will receive updated tenure documents, a move the government says will “unlock land value” and facilitate agricultural investments.
President Mnangagwa noted that the changes align with policies in neighboring Zambia, where agricultural land is being made bankable, transferable, and registerable—though only among indigenous citizens.
“This will ensure certainty and enable farmers to treat agriculture as a business,” the President added.
